This was NOT said at the Q & A, although one website claims this was said:
Soft Matza is perfectly acceptable and is very likely the true and ancient tradition of Matza. Furthermore ... people may choose to rely upon Rabbis who endorse soft Matza, that each person may decide which rabbi they wish to follow in this matter
Here is what was ACTUALLY said at the q and a. Judge for yourself:
If somebody has rabbonim who they rely on who do give a hechsher to soft matzos, I suppose that's up to you to choose which particular Rov, but Rav Shachter tells me he doesn't know and doesn't want to give anybody today any endorsement because of that fact [ie R Shachter doesn't know when they are being made today as to whether the manufacturers are fulfilling the proper halochos and so on]. Not saying that you cant use soft matzos. Not saying that at all. But from any particular way in which it's made today, that could be a question. And that's up to the individual to decide who their authority is and who they want to follow.

Re the opinion presented at the COSV Pesach Q&A session that HaRav Schachter of the YU, forbids manufacture of soft Matza unless one has a Mesorah, a Tradition: I have an email from a Rabbi at the Yeshiva University, Rabbi Lebowitz - "I spoke to Rav Schachter about this several times. He holds it is completely permissible and has nothing to do with mesorah. He only cautions that you need to have a good hashgacha on the matzah like you would on any matzah that you buy." It is now more important than ever to present to the public the written comment purported to be from HaRav Schachter suggesting that soft Matza may only be manufactured by those with a Tradition, a Mesorah.

Where was this held and who are the rabbonim on the panel? It'd be good if you would provide some background text other than the date...

Rabbi Mottel Gutnick mentioned during the Pesach Q&A presentation organised by the COSV, that he has a comment “in writing” from Rabbi H Schachter regarding soft Matza. Would it be too much trouble to have a facsimile of this document published?
